Under existing law, the possession and use of marijuana is a criminal act. House Bill: 0025 / House Bill: 0066 would authorize the medical use of marijuana only for certain qualifying patients who have been diagnosed by a physician as having a debilitating medical condition.

Idaho House Bill NO. 1. No person shall be subject to arrest or prosecution for constructive possession, conspiracy or any other offense for simply being in the presence or vicinity of the medical use of marijuana as authorized under this chapter. No custodial parent, guardian, or person who has legal custody of a qualifying patient who is a minor shall be subject to arrest or prosecution for constructive possession, conspiracy or any other offense for assisting the minor in the medical use of marijuana as authorized under this chapter. A qualifying patient shall not be denied employment in the public or private sector on the basis of a positive test for marijuana.
Illinois Senate Bill: SB 1548
Illinois Senate Bill: SB 1548 Provided that the Act is repealed 3 years after its effective date will Create the Compassionate Use of Medical Cannabis Pilot Program Act. Provides that the Department of Public Health shall issue a registry identification card to a qualified patient with a debilitating medical condition that allows the patient to possess no more than 2 ounces of dried usable cannabis and 6 cannabis plants, no more than 3 of which can be mature cannabis plants."
Indiana House Bill: HB 1370
House Bill: HB 1370 Requires the executive board of the state department of health to adopt rules to regulate registered medicinal marijuana cardholders, medicinal marijuana dispensaries, and registered medicinal marijuana dispensary employees. Provides that marijuana crimes do not apply in certain circumstances to medicinal marijuana cardholders, medicinal marijuana dispensaries, and registered medicinal marijuana dispensary employees. Makes a technical correction.

Kansas House Bill No. 261

Maryland House Bill 15
House Bill 15 will authorize the medical use of marijuana under certain circumstances; repealing certain criminal provisions that allow the imposition of a certain fine or the use of an affirmative defense for use or possession of marijuana or use or possession of drug paraphernalia related to marijuana under certain circumstances.
Massachusetts HB 625/SB 1161
On June 28, 2011, the Joint Public Health Committee of the Massachusetts Legislature met to take testimony on medical marijuana legislation. HB 625/SB 1161 would protect sick Bay Staters from arrest and prosecution for using medical marijuana if their doctors recommend it. Both bills are very similar to the legislation that stalled in committee last session
Missouri Senate Bill NO. 573
Senate Bill NO. 573 makes it legal for a person to possess marijuana if each of the following requirements is met: A practitioner authorized to prescribe marijuana certifies in writing that the person is under the practitioner's care for a cancer, glaucoma, asthma, HIV/Aids, multiple sclerosis, paraplegia or quadriplegia; and The practitioner certifies in writing that the person needs marijuana as a part of therapy.
